model: death knight
stats:
str: 25 +1.5 per lvl
agi: 18 +1 per lvl
int: 20 +1 per lvl

spells:
death blight: creates an expanding ring where the hero was standing, damaging and slowing all enemies who step into it, expands 5 times 300 radius every second for 5 seconds, 25 second cd
level 1: 20% slow, 40 dps
level 2: 25% slow, 45 dps
level 3: 30% slow, 50 dps
level 4: 40% slow, 60 dps

death coil: sends a blast at the enemy, dealing damage and slowing
level 1: 80 dmg
level 2: 160 dmg
level 3: 240 dmg
level 4: 320 dmg

deaths power: gives extra strength and hp regen
level 1: +5 str and 2 hp regen
level 2: +10 str and 3 hp regen
level 3: +15 str and 4 hp regen
level 4: +20 str and 5 hp regen

ultimate: fear of death: makes the target fear for their life, causing them to miss 50% of attacks for 3 seconds and slows by 40% for 4 seconds, also causes slight damage
level 1: 50
level 2: 100
level 3: 150

I'd say this hero is fairly basic. Although the wc3 engine is incredibly simple and limited to a simple scripting language, things can be a lot more complicated than what you put fourth; players want something fancy that looks good and has a changing use in different situations.

As a map developer myself I'd say I'd prefer to see an idea that's overly difficult that I can dumb down than see a simple spell that I have to "quirk-up" myself.
