Energy Flay
Meeg reaches forth through time and space and sucks the energy from his opponent every second. Can channel up to 5 seconds.
Level 1 - 20 energy and health drained per second and slows movement rate by 10%. The slow continues for 1 second after the channeling stops.
Level 2 - 30 energy and health drained per second and slows movement rate by 20%. The slow continues for 2 second after the channeling stops.
Level 3 - 40 energy and health drained per second and slows movement rate by 30%. The slow continues for 3 second after the channeling stops.
Level 4 - 60 energy and health drained per second and slows movement rate by 40%. The slow continues for 4 second after the channeling stops.
Cooldown: 20/20/15/15 seconds.
Level 1: Casting range 600.
Level 2: Casting range 650.
Level 3: Casting range 700.
Level 4: Casting range 750.
(To clarify, Meeg channels Energy Flay for 5 seconds total but depending on the level of the spell the slow lingers on for 1 - 4 seconds. So Level 1 Energy Flay channeled for 1 second will still have a 1 second slow at the end added on. If the enemy does not have energy the spell does no damage but continues to slow. Level 1 deals 100 damage / shield and level 4 deals 300 damage / shield.)
Energy Shard
Consume the very fabric of space by creating a shard which instantly regenerates a friendly unit's shield, damaging and slowing all nearby enemy units.
Level 1 - Regenerates 150 points of shield and damages nearby enemies for 75. Slows movement rate by 40%.
Level 2 - Regenerates 300 points of shield and damages nearby enemies for 150. Slows movement rate by 40%.
Level 3 - Regenerates 450 points of shield and damages nearby enemies for 225. Slows movement rate by 40%.
Level 4 - Regenerates 600 points of shield and damages nearby enemies for 300. Slows movement rate by 40%.
Cooldown: 30
Level 1: Area of effect 250, Slow lasts 1 second.
Level 2: Area of effect 275, Slow lasts 2 seconds.
Level 3: Area of effect 300, Slow lasts 3 seconds.
Level 4: Area of effect 350, Slow lasts 4 seconds.
(I added a damage mechanism to this spell because without it Meeg would have a difficult time farming and keeping up. The spell also synergizes with his other spells by allowing Meeg to keep up with his enemies and by giving him an extra slow it allows for another chance to immobilize his enemy if he switches to his other hero.)
Orb of Nullification
The Nullifier fills the void of his enemies, damaging them based on the amount of energy missing.
Level 1 - Deals .12 of your opponents missing energy.
Level 2 - Deals .14 of your opponents missing energy.
Level 3 - Deals .16 of your opponents missing energy.
Level 4 - Deals .20 of your opponents missing energy.
Cooldown: 2/1/0/0 seconds.
Level 1: 15 energy, 2 sec cooldown.
Level 2: 15 energy, 1 sec cooldown.
Level 3: 15 energy, 0 sec cooldown.
Level 4: 15 energy, 0 sec cooldown.
(Clarification: If an enemy hero has 500 points of shield and Meeg casts his Energy Flay and Energy Shard for that hero to lose all points in his shield, at level 1 Meeg would do .12 x 500 = 60 points of damage. At level 4 meeg's Orb of Nullification would deal .20 x 500 = 100 points of damage. This synergizes with Global EMP. If the enemy unit is at full shield then the orb effect does nothing. Beware the orb will cost you 15 points from your shield.)
Global EMP
Momentarily disables all enemy shields.
Level 1 - Lasts 3 seconds.
Level 2 - Lasts 4 seconds.
Level 3 - Lasts 5 seconds.
Cooldown: 160/150/140
(Clarification: Enemy units lose power to their shields effectively making your orb effect do max damage. I also lowered the duration for balance reasons but if the global effect is too powerful it could be remade into an EMP sphere and any units in the sphere lose power to their shields momentarily, which could allow the spell to have longer duration.)

There are some really good concepts here, although the numbers are really off.
For example, a 5 sec cd on a nuke that lasts 9 seconds and ultiamtely deals 9*60 = 560 hp/shield is really insane.
Global EMP is a great idea though -- brilliant. But that ability as it stands is really imba if it's insta cast global shield disability. Remember when designing the hero, you wanna picture yourself playing against them not AS them. Imagine running into a fight and suddenly an enemy disabels your shield from way in base and you get pummeled to the ground with two/three nukes. Not entirely fair. But the concepts are solid. Let's chizzle it down.

Sorry I rushed this post a bit and I should clarify on how some skills work. The idea of the hero is to be based around the maps concept of having shields. He is still a work in progress but your insight and criticism is much appreciated.
